The snowballs need to hit the gate to open it, so the bridge is essential so that the snowballs can pass the pond. Once you've constructed an ice bridge, you can roll the snowballs down the hill. You need to use the Cryonis ability in the small pool of water to form an ice block bridge for the snowballs however, you need to position it correctly so that the snowball doesn't fall in the water otherwise, it won't work. First, travel back up the hill until you reach a pool of water and snowballs. Once you've arrived at the gate in front of the shrine, you need to solve the puzzle to gain access.

The To Quomo shrine is somewhat hidden because it sits at the bottom of a mountain, so you can glide down to it depending on where you are when you approach it. The shrine is behind a closed gate, and you'll need to solve a puzzle outside of the shrine before you can enter it, as opposed to completing a puzzle on the inside of the shrine. You can find the To Quomo shrine in the northwestern section of Hyrule, near the Hebra North Summit, which is in a very cold area.
